High Speed Internet Subscriber Agreement Frequently Asked Questions
What is being changed?
Effective 11/16/2005 companies providing high-speed Internet access have the
choice of continuing to provide terms and conditions that govern the service
under FCC Tariff, or may use a subscriber agreement. Qwest has made the decision
to move, effective 1/28/06, to a subscriber agreement to govern the Qwest High-Speed
InternetTM service.
Will my price change due to this change?
No. The price of the high-speed Internet
(or Qwest DSL®) services being offered
are not impacted as a result of this change.
Why are changes being made?
In light of the regulatory flexibility
and Qwest’s understanding of the
evolving market demand for these services, Qwest has made a business decision
to modify the way in which these products are offered to the marketplace.
How will my high-speed Internet service be impacted?
Qwest's decision to make the change will
not impact your current service. Your high-speed Internet service
will continue to be offered under the same terms and conditions
to which you originally subscribed for a period of one year that
concludes on November 16, 2006, unless you make a change to your service (see
below).
What happens on November 16, 2006?
On November 16, 2006 your high-speed Internet
service will be governed by the terms and conditions covered in
Qwest's subscriber agreement. The Terms and Conditions are online

What happens if I make a change to my high-speed Internet service beginning
January 28, 2006?
In the event you make a change to your
high-speed Internet service prior to November 16, 2006 your service
will be governed by the terms and conditions covered in Qwest's subscriber
agreement as of the change date.
What constitutes a change to my service?
Changes may include, but are not limited
to, any change in service option (example
is speed upgrade or downgrade), moving service location, or making
changes to your account.
Who is moving to the Subscriber Agreement?
Qwest decision to move to a subscriber
agreement will apply to all new and existing
Qwest High-Speed InternetTM service customers.
New customers added starting January 28,
2006 will immediately be governed by the
subscriber agreement. Existing customers
will be migrated on November 16, 2006 if
they have not made a change causing them
to move prior.

Qwest has made the decision to move, effective

We value you as a customer and, therefore,
wanted to provide you notice of this decision
in advance of a move. The subscriber agreement

What geographies are impacted?
Qwest's decision to move to a subscriber
agreement applies to Qwest High-Speed Internet
(or Qwest DSL®) customers in Qwest's 14 state region (Washington,
Oregon, Idaho, Utah, Arizona, Montana, Wyoming, Colorado, New Mexico, North Dakota,
South Dakota, Nebraska, Minnesota, and Iowa).
How do these changes benefit me?
Qwest believes the change in regulatory
environment will lead to greater flexibility
in the creation and delivery of products
designed to meet changing market needs
that ultimately benefit the customer.
What are my choices?
Regulatory guidelines prevent Qwest from
offering both a subscriber agreement and
tariff terms for the same product offering.
You are deemed to have agreed to the new
subscriber agreement unless you call to
cancel your service within 30 days of your
transfer to that agreement.

What action do I need to take?
None. Your service will automatically fall
under the subscriber agreement effective
November 16, 2006 or the date that you
make a change to your service, whichever
occurs first. No action is required on
